Fact or Fiction

Received the following in the mail on February 22nd. At first I thought it was a bad joke being played but then found out at least one other neighbor received the same.

Then on February 24 received this in the mail. Not quite sure what they are trying to tell me. It's a map of Falcon Creek with red arrows point at "The Meadow" and "Future Playground Area".

Surely these aren't from the Tazian's.
